Customer
Choice
As
a result of a somewhat unique state law, large commercial and industrial
power users generally have the right to choose their power supplier
when building a new facility in Georgia. The Georgia Territorial
Service Act of 1973 provides that any new facility that (a) will
have a connected load of 900 kilowatts or more and (b) is located
outside a municipality's 1973 city limits can choose its power supplier.
An
agreement among Georgia's major power suppliers established joint
ownership of the state's transmission and substation facilities.
This resulted in the Integrated Transmission System (ITS), which
eliminates the expense of duplication and ensures each supplier
the ability to serve "customer choice" facilities.
